Germany housing market shows rising permits amid cooling demand

Germany's housing market is experiencing divergent trends. According to the Federal Statistical Office, building permits for new and existing buildings rose by approximately 13 percent between January and July, reaching 148,800 units. This increase includes a 13.5 percent rise in new residential buildings, with single-family homes up nearly 10 percent and multi-family homes up 15 percent.

However, the real estate market faces significant headwinds. High construction interest rates, rising construction costs, and inflation are cooling demand for property purchases. The Gewos Institute predicts a decline in residential property sales, forecasting roughly 612,000 transactions this year, a 4.4 percent decrease from 2025. Experts note that while investors may benefit from rising rents, the overall environment is dampened by economic uncertainty and stricter lending.

In the rental sector, offering rents continue to rise across all city categories. BNP Paribas Real Estate reports that rental prices in major cities and university towns have seen significant upward momentum due to persistent supply shortages. Meanwhile, legislative changes are approaching, with a 2026 deadline for landlords to install modern, remotely readable heating meters to comply with EU energy efficiency directives.
