Germany approves Nursing Reorganization Act and health insurance savings

Germany is preparing for significant shifts in its social security and care systems. The federal cabinet has approved the Nursing Reorganization Act (PNOG), which is slated for implementation on January 1, 2027. A central feature of this reform is the consolidation of existing care services into four new service budgets, including a social space budget for care levels 2 through 5. This restructuring is expected to replace the current 'Verhinderungspflege' system.

Simultaneously, the German coalition is implementing a multi-billion euro savings package to stabilize health insurance contributions and prevent increases in 2027. This package targets approximately 18.8 billion euros in savings. Health Minister Carsten Linnemann (CDU) has emphasized the need for robust counter-financing to support these measures.

Additionally, the government has approved an increase in the contribution assessment limits for 2027. For health and long-term care insurance, the monthly limit will rise from 5,812.50 euros to 6,375 euros. In pension and unemployment insurance, the limit will increase from 8,450 euros to 8,850 euros monthly.
