Germany implements measures to accelerate residential construction

German authorities and local municipalities are implementing measures to accelerate residential construction and reduce bureaucracy. In Nandlstadt, the municipal council approved the use of the “Bau-Turbo,” a Bavarian state regulation that allows certain residential projects to be approved without the need for a formal development plan. While intended to save time and costs for private builders and young families, the move has faced concerns regarding increased administrative workload and the complexity of discretionary decisions.

At the federal level, the government aims to reduce “over-standardization” in the construction sector to lower costs and delays. While the cabinet has discussed digitalizing public participation and simplifying procedures, industry representatives, including the Central Real Estate Committee (ZIA), have noted that the effectiveness of these reforms depends on practical implementation by local administrations. The ZIA supports efforts to increase housing supply but warns against creating new state structures that might compete with private developers.
