Germany announces action plan to combat social benefit fraud

The German government has introduced a comprehensive 37-point action plan aimed at combating the abuse of social benefits, sham employment, and exploitative business models. Presented by Labor Minister Bärbel Bas and Interior Minister Alexander Dobrindt, the plan seeks to tighten controls and improve the efficiency of the social security system.

A central component of the strategy is the enhanced exchange of data between various authorities, including job centers, social welfare offices, tax authorities, and the police. The government also intends to utilize artificial intelligence to identify suspicious patterns and fraudulent activities, emphasizing that these systems must be used in a secure and non-discriminatory manner.

Key measures include empowering municipalities to fight the misuse of rental properties, imposing harsher sanctions on employers who rely on undeclared work, and preventing individuals with active arrest warrants from receiving basic social security. The plan also targets issues such as substandard housing and organized structures within the social system, with implementation expected to begin within the year.
