Germany introduces Building Modernization Act (GModG)

Germany is transitioning from the Building Energy Act (GEG) to the Building Modernization Act (GModG). This legislative shift aims to implement the European Energy Performance of Buildings Directive (EPBD), focusing on reducing energy consumption in the building sector while increasing technological openness and choice in heating modernization.

A significant change involves stricter requirements for building automation, particularly in non-residential buildings. The threshold for mandatory automation is being lowered from 290 kW to 70 kW, meaning a wider range of office, administrative, and commercial properties must comply. Existing buildings with heating, air conditioning, or combined ventilation systems above this limit must be retrofitted by December 31, 2029. Requirements include continuous monitoring and analysis of energy consumption, as well as the use of open data interfaces and intelligent metering systems.

While the new law introduces more complexity and a greater need for individual expert consultation, it also provides exemptions for certain federal facilities and military installations used for national and alliance defense.
