Germany: Majority support mandatory preschool and language tests
According to the 2026 Education Barometer from the ifo Institute, a significant majority of Germans support increasing mandatory requirements for early childhood education. Key findings include 72 percent of respondents favoring a mandatory preschool year and 89 percent supporting mandatory language testing for children at age four and a half.
Regarding educational goals, 79 percent of respondents advocate for uniform, binding educational standards across the country. Additionally, 86 percent of the general population and 87 percent of parents believe daycare centers should be responsible for preparing children for school.
While parents generally report high satisfaction with their specific daycare centers—with 65 percent giving them a grade of 1 or 2—the survey highlights systemic concerns. Respondents identified the shortage of daycare places and poor staff-to-child ratios as urgent issues. To address these, many support higher pay for childcare professionals and increased public spending on daycare facilities.
To improve language development, 88 percent of those surveyed believe it is necessary to enhance cooperation between parents and daycare centers, improve staff training, and provide more educational materials.
