Germany mandates exchange of old driving licenses
Germany is implementing a mandatory exchange of older paper and early credit-card style driving licenses for a new, EU-standardized, and forgery-proof version. This transition aims to ensure uniformity across the EU and prevent misuse through database registration.
In the district of Pfaffenhofen, the application process for this exchange is being centralized through the service center at the Landratsamt Pfaffenhofen. Residents with a primary residence in the district can submit complete application documents directly without a prior appointment. Applicants must provide a completed form, their original and a copy of their current license, a valid ID, and a recent biometric photo. Once processed, the new license is sent via mail.
Failure to exchange the license by the legal deadline constitutes an administrative offense, potentially resulting in a fine. The cost for the exchange is approximately 25 euros. The new EU driving license is valid for 15 years, though the driving privilege itself remains valid indefinitely. For paper licenses issued before December 31, 1998, the holder's birth year determines the exchange deadline.
