Germany modernizes public procurement via Marktplatz Deutschland

The German Federal Ministry for Digital and State Modernization (BMDS), the State of Berlin, and the Berlin Chamber of Commerce and Industry (IHK) have signed a Letter of Intent to modernize public procurement. A primary focus of this cooperation is the development of 'Marktplatz Deutschland,' a central digital platform intended to facilitate procurement processes across all federal states by the end of 2027.

Key initiatives include piloting a 'direct order' function on the marketplace to reduce bureaucracy and accelerate investments. Additionally, the partners aim to develop a digital, transparent, and legally secure system for these transactions.

Parallel to these efforts, the reorganization of federal IT procurement faces delays. While the BMDS previously planned to establish a dedicated procurement company (Einkauf-GmbH) to manage central IT purchasing, legal objections have forced a reassessment of this organizational structure. In the interim, the Central IT Procurement (ZIB) unit continues to manage significant framework agreements, with some volumes estimated between 1.3 billion and over 2.6 billion euros through 2026.
