Germany: Municipalities gain autonomy over resident parking fees
German municipalities are increasingly adjusting fees for resident parking permits following a 2020 legislative reform. Previously, a federal cap limited these fees to approximately 30.70 euros per year, a regulation that remained unchanged since 1993.
Since the reform, local governments and federal states have the authority to set their own rates. This shift has turned parking permits into a political issue as cities balance administrative costs against resident needs. For example, in Berlin, the annual cost to maintain a single parking space through cleaning and winter services is roughly 220 euros.
The German Association of the Automotive Industry has suggested implementing income-based fee structures to address equity. Meanwhile, the German Institute for Urban Affairs notes that parking space is a scarce and valuable resource, suggesting that excessively low fees may not reflect its true value.
