Germany nursing care reform: implications for care level applications
A proposed reform to Germany's nursing care laws, known as the Pflegeneuordnungsgesetz, may change how care levels are assessed starting January 1, 2027. Under the cabinet draft, the rules in effect on the day an application is submitted will determine the assessment, rather than the date of the actual medical evaluation.
This distinction is critical because the reform intends to introduce higher access thresholds for care levels 1 through 3. To ensure assessments are conducted under current regulations, the social association VdK recommends that individuals with existing needs submit their initial applications before the end of 2026.
For those with a care level 2, household assistance can be funded through a monthly relief amount (Entlastungsbetrag) of 131 euros. This amount, which can be accumulated up to 1,572 euros per year, is intended to support services that help individuals manage daily life independently, such as cleaning, cooking, or shopping, provided the services are provided by recognized providers.
