Germany care reform faces political deadlock over funding FAST-MOVING
Germany's planned long-term care reform is facing significant political deadlock within the coalition government. Health Minister Carsten Linnemann (CDU) has proposed measures to stabilize the social care insurance system, which faces a projected deficit of approximately eight billion euros for the coming year. The reform aims to address rising costs and a growing number of care recipients, but faces intense opposition from the SPD.
The SPD is demanding structural changes, including a cap on out-of-pocket expenses for inpatient care and a financial equalization between private and social care insurance holders. The party has threatened to block the reform unless these demands are met. Meanwhile, the German Care Council (Pflegerat) has criticized the draft for proposing higher hurdles to obtain care levels and cutting certain relief benefits.
Economic experts, including members of the German Council of Economic Experts, suggest that while federal subsidies could temporarily dampen contribution increases, long-term stability requires structural reforms. Proposed measures include reviewing benefits like the inpatient care supplement and the relief amount, as well as potentially limiting access to certain services to match professional recommendations. The private insurance sector has also signaled legal opposition to proposals that would transfer assets or require financial equalization with the social system.
