Germany: Pension benefits for family caregivers

In Germany, approximately 4.6 million people of working age provide care for relatives, often resulting in reduced professional activity and lower pension contributions. To mitigate the long-term financial impact, the Federal Ministry of Health (BMG) and the German Pension Insurance (DRV) provide pension contributions for caregivers under specific conditions.

To qualify for these contributions, the person being cared for must have a care level (Pflegegrad) of at least 2. The care must be provided in a domestic setting, be non-commercial, and involve at least ten hours of work per week distributed over at least two days. Additionally, the caregiver must work no more than 30 hours per week in other employment.

Regarding care allowance (Pflegegeld), this payment is legally designated for the person in need of care. While the recipient can choose to give this money to a family caregiver as recognition for their work, it is classified as a social benefit rather than income. Consequently, it does not count as taxable income and does not affect pension entitlements or the ability to earn additional income alongside a pension.
