Germany introduces early start pension for children

German coalition factions from the CDU/CSU and SPD have reached an agreement to introduce an ‘early start pension’ (Frühstartrente). The German Bundestag's finance committee has approved the draft, which aims to encourage young people to engage with capital markets early. Under the proposal, the state will contribute 10 euros monthly into a retirement savings depot for each child from age six until they turn 18. The program is slated to begin with the birth year 2020, meaning children turning six in 2026 will be the first participants.

If parents establish an individual capital-backed retirement depot, the funds will be deposited there. In cases where no individual contract exists, the funds will be managed collectively by the Bundesbank in a special fund. The law specifies that these collective funds must be invested exclusively in broadly diversified global stocks or equity funds to prevent the pursuit of non-financial political goals.

Separately, the German pension system is undergoing broader structural changes. The existing Riester pension system is scheduled to be replaced by a state-subsidized retirement savings depot (Altersvorsorgedepot) starting in January 2027. This new system will allow savers to combine state subsidies with ETF investments, though providers will vary in terms of fees and services.
