Germany plans federal housing company for 2027 launch

The German federal government plans to launch a national housing construction company in 2027. Proposed by Building Minister Verena Hubertz and Finance Minister Lars Klingbeil, the entity is intended to be a lean organization rather than a new government agency. The plan involves the federal government taking a 51 percent majority stake, with the remaining 49 percent potentially held by private companies, municipal, or state-owned housing providers.

The goal is to leverage the federal government’s AAA credit rating to secure favorable financing and use bundled demand to increase production capacity and price advantages in the construction industry. The model aims to combine state steering and financing with the existing capacities of the private and public housing sectors.

However, the initiative faces significant legal hurdles. An expert opinion from the Bundestag's Scientific Services suggests that establishing a company to plan or implement construction projects may require an amendment to the Basic Law (Grundgesetz). Under Germany’s federalist structure, responsibility for housing lies primarily with the individual states (Länder). To bypass this and allow the federal government to take direct control, a two-thirds majority in both the Bundestag and the Bundesrat would be necessary, a threshold that may be difficult to reach given current political divisions.
