Germany to implement housing allowance protections and new retirement reforms in 2027
Germany is preparing for significant changes to social benefits and retirement planning scheduled for 2027. Under a government draft, planned cuts to housing allowance (Wohngeld) are intended to include transitional protections. Households with approved benefits extending beyond December 31, 2026, should generally see their current payment amounts remain unchanged until the end of their approved period.
Additionally, the Retirement Provision Reform Act will introduce the 'Eigenheimrente' on January 1, 2027. This program replaces the previous 'Wohn-Riester' and aims to provide state support for saving for owner-occupied properties, mortgage repayments, and home modernizations. Proposed incentives include an annual basic allowance of up to 540 euros, a child allowance of up to 300 euros per child, and a one-time starter bonus of 200 euros.
Despite these upcoming changes, a survey by Civey for Bausparkasse Schwäbisch Hall indicates low public awareness, with 48 percent of Germans reporting they have not heard of the Eigenheimrente. The survey also highlights that 76 percent of respondents view homeownership as a highly suitable form of old-age security, ranking it above ETFs, stocks, and the statutory pension.
