Germany plans mezzanine capital for municipal utility grid financing

The German federal government and state governments are planning a mezzanine capital offering to facilitate the financing of electricity and heat networks for municipal utilities (Stadtwerke). This initiative, part of the Deutschlandfonds, aims to strengthen the equity base of energy providers to support necessary infrastructure investments.

Under the proposed model, the KfW would provide global loans to state development institutes, which would then distribute subordinated capital through state-specific programs. To mitigate default risks, the federal government and the respective states would provide joint guarantees. This plan follows a joint position paper from the Federal Ministry for Economic Affairs and Climate Action, the Federal Ministry of Finance, and the Energy Ministers' Conference.

Frank Wetzel, State Secretary at the Federal Ministry for Economic Affairs and Climate Action, estimated the investment requirement for electricity distribution and heat networks at more than 300 billion euros by 2045. This expansion is deemed essential to ensure that renewable energy can be effectively delivered to consumers.
