Germany plans reforms to unemployment benefit processes

The German federal government has approved a draft law aimed at modernizing and digitalizing employment promotion. The proposed changes, decided by the federal cabinet on July 15, 2026, seek to reduce administrative hurdles and increase flexibility for those receiving unemployment benefits (Arbeitslosengeld I).

Key provisions include a new process for electronic unemployment registration. Currently, an electronic identity credential is required immediately; under the new plan, the registration form and identity verification would be separated. Applicants would have until the seventh calendar day after losing employment to complete identity verification, with the simplified process slated to begin on January 1, 2028.

The reform also introduces mandatory video appointments, the failure of which could result in financial penalties. These changes are part of a multi-year rollout affecting access to benefits, cooperation with the Federal Employment Agency, and transitions following long-term illness.
