Germany prepares for welfare and pension system updates

Germany is preparing for significant changes to its social security and pension systems. For 2026, the standard welfare rate for single adults remains at 563 euros per month. However, a full recalculation of these rates is scheduled for 2027 based on the 2023 Income and Consumption Survey (EVS), a process currently being evaluated by the Federal Ministry of Labour and Social Affairs.

Regarding pensions, adjustments for 2027 are expected to be determined in the spring of that year based on wage developments from 2026. While pension increases generally follow wage growth, a ‘pension guarantee’ ensures that current pension values do not decrease.

Some retirees are facing challenges with the ‘basic pension supplement’ (Grundrentenzuschlag). Due to income assessments based on data from 2023, some recipients have seen their supplements drop to zero because their previous year's income exceeded the eligibility threshold.

Additionally, the Age Security Commission has proposed reforms to allow basic security recipients to retain a larger portion of their statutory pensions, potentially removing the requirement for 33 years of qualifying pension periods to access certain exemptions.
