Germany property regulations cover fencing and hedge maintenance

Property owners in Germany must navigate specific regional and federal regulations regarding garden boundaries and plant maintenance. Under local neighborhood laws, certain federal states such as Berlin and Brandenburg impose an obligation to fence properties if such enclosures are customary for the area. In states like Rhineland-Palatinate, Saxony-Anhalt, and Thuringia, neighbors may legally demand the installation of a fence.

Regarding vegetation, the Federal Nature Conservation Act prohibits the radical pruning, removal, or cutting back of hedges, shrubs, and living fences between March 1 and September 30. While heavy pruning is restricted and can result in fines of up to 10,000 euros depending on the state, gentle maintenance or shaping cuts intended to manage growth or maintain plant health are permitted during this period. For complete removal of hedges during the protected season, an exceptional permit from the local nature conservation authority is required.
