Germany property tax reform faces administrative errors and farmer backlash

Germany’s property tax reform (Grundsteuerreform) is facing significant implementation challenges, particularly regarding administrative complexity and data accuracy. In Saxony-Anhalt, farmers report a massive increase in bureaucracy. While the reform has provided clarity on land values, it has also forced agricultural enterprises to manage individual tax assessments for hundreds of private landowners who lease the land, creating an enormous administrative burden.

Broader issues with data classification have also emerged. In Essen, a private cemetery and chapel were incorrectly classified as residential property, highlighting flaws in the automated data processing chain. Estimates suggest that approximately one in five tax assessments may be erroneous. Despite these logistical hurdles, the Federal Finance Court has confirmed the constitutionality of the Baden-Württemberg model used in the reform.
