Germany proposes new laws to accelerate fiber optic expansion
The German government has introduced a legislative draft aimed at accelerating the expansion of fiber optic and mobile communications networks. The proposal seeks to amend the Telecommunications Act to align with the EU Gigabit Infrastructure Regulation, facilitating fiber optic installation within buildings and residential units.
A key component of the plan is the creation of a ‘Gigabit Register’ to centralize information relevant to network expansion, intended to simplify planning and increase momentum. The draft also outlines the gradual migration from copper networks to fiber optics, a transition described by the government as one of the largest infrastructure projects in recent years. To ensure service continuity, consumers must remain supplied during the transition, with equivalent alternative technologies required in exceptional cases. The Bundestag is scheduled to hold its first debate on the draft on October 9, 2026.
