Germany plans new plastic packaging tax for 2027

German coalition factions from the CDU/CSU and SPD are drafting legislation for a new plastic packaging tax, set to begin in July 2027. The proposed levy is 550 euros per metric ton of plastic in packaging, targeting materials such as films, lids, and closures where the plastic content exceeds five percent. The measure aims to incentivize reduced plastic consumption and generate significant federal revenue, with projections of 805 million euros in 2027 and nearly 1.5 billion euros annually by 2028.

Parallel to the plastic tax, the government is also planning a sugar tax. Together, these new levies are expected to require the creation of 1,046 additional full-time positions across the Customs administration, the Federal Ministry of Finance, and the IT service provider ITZBund. The estimated annual personnel costs for these roles are approximately 74 million euros.

The plans have faced sharp criticism from the Taxpayers Association and the FDP. Critics argue the move is 'bureaucracy madness' designed to plug budget holes rather than address environmental concerns, warning that the increased administrative burden and costs will ultimately be passed on to consumers and businesses.
