Germany pushes digital citizen account and labor admin overhaul

The German federal government is advancing a major digital transformation of public services. Federal Labor Minister Bärbel Bas has secured cabinet approval for a law that will make unemployment benefit applications and job‑center services fully digital by 2027, starting with a pilot in Baden‑Württemberg. The rollout includes the BA‑KI‑Rechercheassistent, an AI tool that assists staff with document creation, translation into 40 languages and data research.

In parallel, the government under Chancellor Friedrich Merz plans to introduce a mandatory digital citizen account, expanding the existing BundID into a nationwide DeutschlandID. The platform will serve as a single gateway for digital identity, administrative forms and official notices, and will be linked to the EU’s EUDI‑Wallet from January 2027. The scheme targets roughly 84 million residents and will eventually incorporate advanced features such as zero‑knowledge proof and pseudonymous options, while preserving alternative access for those lacking digital skills.
