Germany: Regulations and liabilities for autumn leaf disposal

In Germany, the responsibility for clearing autumn leaves from sidewalks often falls on property owners rather than municipalities. Local statutes frequently transfer cleaning and traffic safety duties to those owning adjacent plots to prevent hazards caused by slippery, wet leaves.

Failure to comply with these cleaning duties can result in significant administrative fines, which vary by region. For instance, fines can reach up to 500 euros in states like Baden-Württemberg, while Berlin and Hamburg can impose penalties of up to 10,000 and 50,000 euros, respectively. Beyond fines, property owners may face liability for damages or personal injury if a pedestrian slips due to neglected walkways.

Proper disposal methods include using organic waste bins (Biotonne) or regional green waste collection centers. In areas like Garbsen, it is strictly prohibited to sweep leaves into gutters, drains, or street sewage systems. Residents are also prohibited from dumping garden waste in forests.
