Germany research examines decentralized Shia Islamist networks
A joint research report released by the Center for Media and Democracy (democ) and the American Jewish Committee (AJC) in Germany examines the resilience of Twelver Shia Islamism following the 2024 ban of the Hamburg Islamic Centre (IZH).
The 40-page study, titled ‘After the Ban of the Hamburg Islamic Centre (IZH); Decentralized Networks, New Areas of Influence and the Resilience of Twelver Shia Islamism in Germany’, analyzes how decentralized networks have emerged to maintain ideological influence linked to the Islamic Republic of Iran.
The research highlights a three-layered division of labor involving the Islamic Republic, non-Iranian Shia forces, and non-religious anti-Israel/anti-American groups. It specifically notes the role of the anti-imperialist left in facilitating connections between various non-religious groups and transmitting narratives from the Islamic Republic to German society.
To compile the findings, researchers utilized association registration documents, judicial decisions, government and security agency reports, direct observation of gatherings, and social media analysis. The report emphasizes that these specific Islamist movements should not be conflated with the broader Shia community in Germany.
