Germany housing market faces rising costs and expropriation debates

Germany is facing significant challenges in the residential housing sector, driven by rising construction costs and political debates over property expropriation. According to the Federal Statistical Office, construction prices for residential buildings rose by 5.5 percent in August 2026 compared to August 2025, with notable increases in roofing and interior finishing work.

In Berlin, the political push by the Die Linke party to expropriate large real estate holdings is causing market instability. Construction industry President Olaf Demuth warned that these plans are having a “devastating effect,” as lenders become more cautious and international investors withdraw. Consequently, major companies like Vonovia have announced they will pause new residential projects in the capital due to the uncertainty surrounding compensation levels and the potential for state takeover of existing stocks.

In other regions, such as Schleswig-Holstein, the SPD is proposing legislative reforms to prioritize housing construction as a matter of overriding public interest to combat the shortage of affordable living space.
