Germany moves to block Cosco takeover of Zippel logistics firm

The German government intends to block the acquisition of Hamburg-based logistics firm Konrad Zippel by the Chinese state-owned shipping giant Cosco. According to reports citing a classified government memo, Berlin has significant security concerns regarding the deal.

Officials fear that the takeover, which involves an 80 percent stake, could create strategic dependencies that might be used as political leverage during times of upheaval. The investigation by the Federal Ministry for Economic Affairs is part of a foreign investment screening process that also examines Zippel's software systems and the handling of sensitive supply chain data.

While Germany's antitrust authority cleared the transaction in February from a competition standpoint, the Federal Office for the Protection of the Constitution had previously raised concerns in April. Cosco already holds a minority stake in the Tollerort container terminal in Hamburg. Zippel, which employs approximately 350 people, continues its business operations as the final decision is pending.
