Rheinland-Pfalz discusses opt-out organ donation model
Organ donation rates in Rheinland-Pfalz have seen a slight increase. According to the Deutsche Stiftung Organtransplantation (DSO), 32 organ donors were registered between January and August, an increase of five compared to the same period last year and eleven more than in the first eight months of 2024. The number of donated organs also rose to 102 during this period.
In response to these figures, the Rheinland-Pfalz state parliament is discussing the potential introduction of an opt-out model (Widerspruchslösung). A motion by the CDU and SPD parliamentary groups proposes that the state initiate a move in the Bundesrat to change the national transplantation law. Under an opt-out system, adults would be considered automatic donors unless they had actively registered a refusal.
Separately, data from Yougov indicates a declining trend in general charitable donations in Germany. While 38 percent of respondents claim to donate regularly or occasionally, actual measured behavior shows only 17 percent of the population donated in the first half of 2026. Financial constraints and doubts regarding the transparency and effectiveness of NGOs were cited as primary barriers to giving.
Additionally, a study by the Deutschen Stifterverband shows that Saarland and Rheinland-Pfalz have the highest density of associations in Germany, with Saarland leading at 10.6 associations per 1,000 inhabitants.
