Germany taxi regulations and passenger rights overview
In Germany, taxi drivers are subject to a mandatory transport obligation within their designated service areas. They cannot refuse trips based on distance or destination, though exceptions exist for passenger aggression or safety concerns.
Since 2021, the traditional local knowledge exam (Ortskundeprüfung) has been replaced by a requirement for a specialist certificate (Fachkundenachweis) and the use of modern navigation systems.
Unlike rental cars or ride-hailing services, taxi prices are regulated by municipalities or districts, meaning drivers cannot set their own spontaneous rates. Additionally, passengers at taxi stands have the right to choose which vehicle they wish to use rather than being forced to take the first one in line.
