Germany to implement new taxes on sugary drinks and tobacco

The German government has reached a compromise on new tax measures aimed at increasing federal revenue and promoting public health. The coalition has agreed to introduce a two-tier sugar tax on sweetened beverages, scheduled to take effect on July 1, 2027. Under this plan, manufacturers will pay 26 cents per liter for drinks containing 5 to 8 grams of sugar per 100ml, and 32 cents per liter for those with 8 grams or more. Small producers with annual volumes under one million liters may be exempt, pending European Commission approval.

Simultaneously, the government is moving forward with significant increases in tobacco and vaping taxes. Cigarette prices are projected to rise steadily, potentially reaching an average of 11.78 euros per pack by 2030. For e-cigarette users, the tax on liquids is set to increase from 38 cents to 44 cents per milliliter by 2030.

While the government argues these measures will stabilize health insurance contributions and reduce consumption of harmful products, industry representatives and some political leaders have criticized the plans. Critics, including the Central Association of German Crafts (ZDH) and various regional leaders, warn of increased costs for consumers, higher administrative burdens, and the potential for a growing black market.
