Germany updates EU driving license recognition laws
A recent amendment to the German Driving License Regulation (Fahrerlaubnis-Verordnung) has simplified the recognition of driving licenses within the EU and EEA. Effective August 18, 2026, the removal of a specific clause in Section 28, Paragraph 4, addresses a previous legal hurdle for many drivers.
Previously, individuals who had exchanged a non-EU driving license for an EU license in another member state faced difficulties if their original non-EU country was not on a specific approved list. This often rendered their valid EU licenses unrecognized in Germany, forcing them to undergo full German driving examinations despite having years of driving experience.
The new regulation eliminates this restriction, facilitating easier transitions for professional drivers, healthcare workers, and returning residents moving to Germany with valid EU or EEA driving permits.
