German animal welfare groups demand nationwide cat neutering mandate

Animal welfare organizations and veterinarians in Germany are calling for a nationwide mandate to neuter cats that are allowed to roam outdoors. The German Animal Welfare Federation (Deutscher Tierschutzbund) and the Federal Chamber of Veterinarians (Bundestierärztekammer) argue that current regulations, which vary by municipality and state, create a "patchwork" of ineffective rules.

Thomas Schröder, President of the German Animal Welfare Federation, stated that a federal mandate is "the most effective lever to long-term curb the suffering of millions of street cats in Germany." Holger Vogel, President of the Federal Chamber of Veterinarians, emphasized that uncontrolled breeding from unneutered household pets is a major driver of the stray population. They are advocating for a unified system that combines neutering requirements with mandatory microchipping and registration to ensure accountability.

In Schleswig-Holstein, a new cat protection ordinance has already been implemented as of July 1, 2026. This regulation requires owners of roaming cats to ensure their pets are neutered, microchipped, and registered with a pet registry. Owners of cats that cannot be neutered for health reasons must instead limit their movement to secured areas like fenced gardens or balconies.
