Germany urged to embed permanent heat‑protection measures in municipal services

Germany's senior citizens’ union, led by Hubert Hüppe, is calling on the federal, state and local governments to make heat protection a binding part of municipal public‑service duties. The union stresses that measures such as drinking‑water fountains, shaded areas, increased urban greenery, early‑warning systems and cooled public spaces – especially in hospitals, nursing homes and care facilities – must be permanently financed rather than provided through one‑off programmes. Hüppe warned, “Every avoidable heat death is one too many.”

The Green Party’s parliamentary group, headed by Katharina Dröge, is pressing for a state‑funded rapid‑response programme to equip hospitals, care homes, schools and kindergartens with solar‑powered air‑conditioning units. The proposal highlights recent heat‑wave data showing roughly 3,000 heat‑related deaths in Germany annually, primarily among people over 75 and those with pre‑existing conditions. Existing federal building‑efficiency subsidies do not directly cover air‑conditioning, prompting the Greens to seek dedicated funding for solar‑air‑conditioning to protect vulnerable populations.
