Germany plans major pension reforms and new savings depot
Germany is preparing for a major overhaul of its pension system following 33 recommendations submitted by the Age Security Commission in June 2026. The proposed reforms aim to stabilize the system amid a growing imbalance between contributors and retirees.
A central component is the introduction of a mandatory capital pension, set to be implemented in stages starting in 2028. Contributions are expected to begin at 0.5 percent of gross salary, increasing annually by 0.5 percentage points until reaching 2 percent in 2031. For retirees starting in 2032, a three-component model will be introduced, consisting of a statutory core pension, a capital pension, and a transition factor to bridge income gaps.
Additionally, the reform includes the introduction of a new retirement savings depot (Altersvorsorgedepot) on January 1, 2027, which will replace the Riester pension. This new model will allow for state-subsidized savings in funds and ETFs, with a basic state allowance of up to 540 euros per year. Companies, including Deutsche Telekom, are reportedly exploring ways to integrate this new instrument into employee benefits.
Other proposed changes include the potential abolition of the ability to retire without deductions after 45 years of insurance and the introduction of a 'protection pension' (Schutzrente) to facilitate easier access for long-term contributors facing health challenges.
