Germany's Bundesrat demands protections for pharma industry amid healthcare reforms
Germany's Bundesrat has called for the timely and legally secure implementation of a 'location clause' (Standortklausel) as part of the GKV Contribution Rate Stabilization Act (BStabG). The Bundesrat expressed concerns that current measures within the statutory health insurance savings package reduce the attractiveness of the German market, potentially hindering investments in pharmaceutical research, clinical development, and biotechnological production.
While government representatives state they are working to incentivize innovation, the reform is already impacting medical practices. Gynecologists have raised alarms regarding potential service cuts, noting that capping reimbursements for procedures like cancer screenings and prenatal care could lead to fewer appointments and a lack of capacity for emergency visits. If quarterly budget limits are reached, patients may be required to pay for additional services out of pocket.
