Germany's construction sector stalls housing build‑out amid permit bottlenecks

A United Interim survey of 550 interim managers identified German building offices as the chief obstacle to construction, with 75% labeling them a major brake on economic growth. The report notes that construction supports around 2.6 million jobs and accounts for roughly 13 % of GDP, yet the sector faces a severe housing deficit of about 1.4 million units.

In 2023 only 206,600 new dwellings were completed – an 18 % drop from the previous year and the lowest annual total since 2012. Industry bodies such as the Zentralverband Deutsches Baugewerbe and IG BAU warn that a gap of several hundred thousand apartments will persist through 2025, compounded by an average 34‑month lead time from permit to finish in multi‑storey projects. They propose extending the KfW efficiency‑house financing, offering temporary tax incentives for swift construction starts, and accelerating the activation of already‑approved permits to revive the housing market.
