Germany's Education and Participation Package Leaves Most Children Unserved

Children from families receiving basic security benefits in Germany are legally entitled to the Bildungs‑ und Teilhabepaket (BuT), which includes free school supplies, subsidised meals, transport, learning support and a €15 monthly allowance for sports, music and other leisure activities. Despite the entitlement, many families fail to obtain the benefits because of complex application procedures, tight deadlines and insufficient information.

In North Rhine‑Westphalia (NRW) only about 21 % of eligible children aged 6‑14 claim the €15 participation allowance, meaning roughly eight out of ten miss out. Of the roughly 341 000 children entitled to the allowance in NRW, about 269 000 receive nothing. Nationwide, about 88 % of eligible children receive at least one BuT benefit, but this figure is driven largely by the automatic school‑supply grant, while uptake of other components remains low. The Bertelsmann Foundation attributes the shortfall to administrative hurdles and lack of awareness. Regional disparities are pronounced, with Schleswig‑Holstein achieving a 59 % uptake rate, while Berlin, Hamburg and Rhineland‑Palatinate fall below ten percent.
