Germany's electronic patient record faces registration hurdles and reimbursement changes

A recent study has raised concerns regarding the widespread implementation of the electronic patient record (ePA) in Germany. The research indicates that approximately half of the population fails to register for the system, with registration difficulties being particularly pronounced among individuals with lower income and education levels. This has led researchers to question the feasibility of achieving universal ePA coverage.

In related regulatory developments, the Extended Federal Assessment Committee has decided that the reimbursement for populating electronic patient records will continue through the end of the year. Previously, health insurance associations intended to cease these payments on October 1. Consequently, doctors and psychotherapists will be able to bill for the initial population and updating of the ePA, as well as certain appointment mediation surcharges, until December 31. These specific fee positions are scheduled to be removed from the Uniform Assessment Standard (EBM) on January 1.
