Germany's New Grundsicherung System and Related Welfare Benefit Issues
Germany introduced a new Grundsicherung for job seekers that replaces the Bürgergeld on 1 July 2026. The benefit aims to secure the subsistence level for people who are considered employable – defined as being able to work at least three hours a day – and in need. The standard rate is €563 per month for single claimants, and the Jobcenter also covers housing costs up to set limits.
To apply, applicants must submit personal identification (ID or passport), a current registration certificate, and proof of need such as recent bank statements, income certificates (e.g., pension, child benefit, sick pay) and, where required, evidence of assets. If the applicant lives in a household (Bedarfsgemeinschaft), information for all members is required.
A recent case shows that a pensioner who received Grundsicherung, Bürgergeld or Wohngeld while awaiting a disability pension saw the pension offset by prior benefits, reducing a €31 000 entitlement to under €800. The offset follows § 107 Abs. 1 SGB X, which treats earlier benefits as fulfillment of the pension claim.
For Wohngeld recipients, any change in living situation – such as moving to a new address – must be reported immediately to the Wohngeld office. Failure to do so can lead to adjustments, reductions or termination of the allowance, which is calculated based on income, rent and household size and varies by municipality.
