Germany identified as priority target for Russian and Chinese espionage

The German Military Counterintelligence Service (MAD) has issued a warning regarding an intensifying hybrid threat landscape. In its annual report, the agency identified Germany as a prioritized reconnaissance target for Russian espionage activities. The report cites Germany's geostrategic position within Europe and NATO, the expansion of the Bundeswehr, and the introduction of new weapon systems as primary drivers for this increased interest.

Key threats highlighted include a significant rise in sabotage attempts carried out by recruited low-level agents. These hybrid attacks encompass a combination of cyberattacks, drone strikes, disinformation, and attempts to destabilize critical infrastructure such as energy, transport, and telecommunications. The MAD also noted active intelligence-gathering efforts by China, particularly aimed at undermining Western scientific and military advantages.

Additionally, the report expressed concern over Bundeswehr personnel traveling to Russia or Belarus, noting that such travel increases the risk of blackmail and threats by foreign security services. Internally, the MAD reported a 26 percent increase in new cases involving right-wing extremism within the military, with 519 new cases processed in 2025.
