German government moves ahead with Bafög and Grundsicherung reforms FAST-MOVING
The German cabinet will discuss a reform of the Bafög student aid on 12 August, aiming to raise the housing allowance from €380 to €440 per month and increase the basic benefit to €503 in the winter semester 2027/28 and to €563 in the summer semester 2029. Over 600,000 students receive Bafög, and the reform seeks to bring the support level up to that of the Grundsicherung.
From 1 July 2026 the Bürgergeld is replaced by a new Grundsicherung for job‑seekers. The Jobcenter will pay the cold rent and heating/operation costs (water, waste disposal, chimney‑sweeping) but not electricity or cooking gas. In the first year housing costs are capped at 1.5 times the regional adequacy limit; for a single person the ceiling is €650 in Konstanz, €911 in Munich and €358 in Leipzig. Earnings are partially exempt: the first €100 is tax‑free, 20 % of income up to €520, 30 % up to €1 000 and 10 % up to €1 200, giving a maximum exemption of €348 for a single person or €378 for a person with a child. Violations of job‑center duties can trigger a 30 % reduction of benefits (about €152‑€169 per month) or a full cut for up to three months.
