Germany's Renewable Energy Expansion Stalled by Local Opposition and Bureaucracy

In Baden‑Württemberg, wind‑farm development remains limited despite strong industrial electricity demand. Local municipalities use high lease demands to block projects, and the state forest authority’s auction process, which focuses only on lease price, often leads to failed installations. The region’s rugged topography further complicates construction, with the Rohrenkopf wind park – the highest in Germany at 1,168 m – illustrating the technical challenges.

At the same time, Germany’s solar‑park boom is hampered by severe administrative bottlenecks. Building offices are overwhelmed, staff shortages delay permits for years, and many large‑scale photovoltaic sites operate without official approval. Citizens protest the loss of open land, while investors push for high lease payments. Although the Federal Network Agency reports record PV capacity additions, the pace falls far short of the 215 GW target for 2030, highlighting a growing gap between policy ambitions and implementation capacity.
