Germany's Care Sector Confronts Workforce Shortage, Funding Gaps and Reform
Germany faces a looming shortage of care workers, with the Federal Statistical Office estimating a gap of 280,000 to 690,000 employees by 2049. To improve recruitment, the government introduced a sector‑specific minimum wage that will rise on 1 July 2026 to €16.52, €17.80 or €21.03 per hour depending on qualification, and a 4.5 % increase in care‑insurance benefits from 1 January 2025.
Financial pressures are acute: unpaid care‑assistance claims exceed €500 million nationwide, and many facilities await payments of more than €100 000. The Social Association Germany (SoVD) warns that a pending care‑reform bill, slated for adoption in 2027, would raise eligibility thresholds for Pflegegrad 1 and 2 and tighten assessment rules, making it harder for new or higher grades to be granted. SoVD advises applicants to submit requests now.
Other developments include the promotion of collegial counselling – a voluntary, hierarchy‑free peer‑review method for care staff – and the availability of ambulatory psychiatric home care (phKP) for up to four months, extendable in justified cases. These measures aim to support care professionals and improve care quality amid rising demand.
