Ghana advances legal framework for blue economy development

Ghana is advancing efforts to create a legal framework for its blue economy through the review of the proposed Blue Economy Commission Bill. An intersectoral committee of 19 members, including representatives from the Attorney General’s Department, the Ghana Navy, and the National Development Planning Commission, met in Accra to refine the draft legislation.

The committee's goal is to address gaps and improve the clarity of the Bill to ensure it provides a solid institutional basis for coordinating maritime activities and promoting sustainable development. The draft, prepared by consultant Dr Godwin Djokoto, aims to establish the necessary structures to manage the country’s blue economy agenda.

A broader stakeholder engagement is scheduled for September 2026. Following this consultation, the final Bill is expected to be submitted to Parliament before the end of September 2026.
