Ghana announces health supply plan and domestic debt management
The Government of Ghana has launched a health sector supply chain master plan for 2025–2029, requiring over 759 million cedis to address weaknesses in the distribution of medicines and essential medical products. Following the withdrawal of some foreign health assistance, the government intends to fund this initiative primarily through domestic resources to maintain progress toward universal health coverage by 2030.
The plan includes 47 strategic interventions aimed at creating an integrated distribution system that links central and regional medical stores with all service delivery points. This follows a review of the 2021–2025 strategy, which achieved only 35% of its targets due to challenges in planning, governance, and staffing.
In separate fiscal developments, the government plans to borrow GH¢15.38 billion from the domestic market to manage financing requirements. This operation includes a planned buyback of bonds issued under the Domestic Debt Exchange Programme (DDEP), a restructuring initiative designed to restore debt sustainability. The buyback aims to manage the maturity profile of public debt and reorganize outstanding liabilities.
