Ghana authorities clear late CLOGSAG official of theft allegations

The Attorney-General’s Office and the Ghana Police Service have cleared the late Dr. Isaac Akuetteh Bampoe Addo of allegations involving the theft and forgery of GH¢500,000 from the Civil and Local Government Staff Association of Ghana (CLOGSAG).

The investigation focused on a withdrawal made from the union’s Access Bank account in April 2024. Complainants, including former acting national treasurer Ernest Tagoe and former acting first national trustee Emmanuel Acquah, had alleged that Dr. Bampoe Addo and former CLOGSAG President Benjamin Otoo forged a letter to change the bank mandate. This change reportedly allowed only two signatories to operate the account instead of the required four, facilitating the unauthorized withdrawal.

However, investigators traced the funds to CLOGSAG’s 2024 May Day celebrations. A legal opinion from the Attorney-General’s Office, signed by Principal State Attorney Hilda W. Craig, stated there was no evidence of stealing or forgery and advised that the suspects should be discharged. The resolution comes months after Dr. Bampoe Addo passed away in August 2026.
