Ghana begins constitutional reform implementation process
Ghana is entering a new phase of constitutional reform following a report by the Constitution Review Committee (CRC) titled ‘Transforming Ghana: From Electoral Democracy to Developmental Democracy.’ Chaired by Henry Kwasi Prempeh, the committee submitted its findings after nearly a year of nationwide consultations. President John Dramani Mahama has expressed intent to move from the review process into the implementation phase in early 2026.
The Ghana Center for Democratic Development (CDD-Ghana) notes that while current conditions for reform appear more favorable than previous failed attempts, success depends on a bipartisan process and early reforms that restrain executive power. CDD-Ghana emphasizes that implementing reforms that limit executive authority first is essential to prove the government’s commitment is genuine.
Concerns regarding the stability of democratic institutions persist, including partisan appointments to the Electoral Commission and the handling of the judiciary. While President Mahama has pledged impartiality, the appointment of new Deputy Chairpersons has drawn scrutiny regarding potential party affiliations and the influence of the two-party system on state institutions.
