Ghana constitutional reform: Experts urge public review of draft bills
Prof. H. Kwasi Prempeh, Executive Director of the Ghana Center for Democratic Development (CDD-Ghana) and Chairman of the Constitution Review Committee, has called for greater transparency in Ghana’s proposed constitutional reforms. Speaking at a stakeholder dialogue organized by the Citizens Platform on Constitutional Reform, Prempeh urged the government to publish draft amendment bills before they are finalized.
Prempeh emphasized that allowing political parties, civil society organizations, and organized labor to scrutinize the drafts would facilitate consensus-building and prevent implementation failures. He warned against the reforms becoming an exclusively government-led process, stating, “No team should be allowed to write the rules of the game alone while playing in it.”
To increase public acceptance, Prempeh suggested that the implementation committee should publicly disclose the reasons for accepting or rejecting specific recommendations. Additionally, MP Alhassan Tampuli Sulemana proposed the establishment of a constituent or consultative assembly to manage the scale of the reforms.
