Ghana consults labour groups on proposed public sector pay reforms

The Fair Wages and Salaries Commission (FWSC) has initiated consultations with Organised Labour regarding a proposal to replace the current commission with the Independent Public Emoluments Commission (IPEC). This transition is part of a broader effort to reform Ghana’s public sector compensation management.

If passed, the IPEC Bill will repeal the Fair Wages and Salaries Commission Act 2007 (Act 737). The new commission aims to address issues such as fragmented pay arrangements, the politicization of salaries, and increasing pressure from the public sector wage bill. FWSC Chief Executive Dr. George Smith-Graham stated that the move is intended to create a more robust and trusted system for governing compensation, addressing previous challenges like distortions in internal pay relationships and the need to link pay more closely to productivity.

Representing Organised Labour, Trades Union Congress (TUC) Secretary-General Joshua Ansah pledged support for the establishment of IPEC but emphasized the need for a holistic rather than piecemeal approach. He urged the government to ensure continuous involvement of labor groups throughout the process to maintain transparency and equity in the new framework.
