Ghana enforces new used-vehicle import standards

The Ghana Standards Authority (GSA) has implemented strict enforcement of the GS 4510 vehicle standards as of October 1, 2026. The new regulations require importers, distributors, and dealers to ensure that used vehicles meet national safety, quality, and environmental requirements before they are shipped to Ghana.

Under the Pre-Export Verification of Conformity (PVoC) programme, vehicles must undergo conformity checks in their country of origin. This follows a previous framework announced in August 2026 that restricted the import of pre-2010 models and salvage or accident-damaged vehicles. New vehicle manufacturers and assemblers in Ghana must also register with the GSA and undergo a technical certification process for new models.

In response, members of the Vehicle Import Dealers Association of Ghana, along with shippers and freight forwarders, are calling for a review of the mandatory PVoC programme. Stakeholders have expressed concerns regarding the timing and practical implementation of the policy, suggesting that inspections should instead take place at Ghanaian ports of entry. The policy has also impacted shipping operators in the United States, who face new requirements for vehicles being prepared for export to Ghana.
